Structured planning helped solve complex problems by finding, structuring, and communicating complex information for inventive solutions. It also helped identify, relate, and rank hundreds of factors that constitute a problem in qualitative as well as quantitative terms. This information provided a platform for establishing criteria for solutions on multiple levels.
